Marine safety marking: which document governs what

A vessel's safety marking is not one decision but four, and they are answered in four different documents. This article maps SOLAS, IMO Res. A.1116(30), ISO 24409, ISO 17631:2022 and ISO 15370:2021 to the question each one settles.

Onshore, a signage specification usually points at one standard. On a vessel it cannot: what must be marked, which sign is used, where it goes, how it is drawn on the plan, and how a person finds the route when the lighting fails are five questions, and they are answered in different documents.

Knowing which document answers which question matters at inspection. Port state control does not ask whether your signs are good; it asks whether the plan, the markings and the requirement agree with each other.

The obligation comes from the convention; the standards make the obligation executable. That is the relationship to keep in mind — a supplier can tell you that a sign conforms to a standard, but only the convention and your flag state's requirements determine what your vessel must carry.

The plan and the bulkhead have to agree

The most common avoidable finding is not a wrong sign. It is a mismatch: the fire control plan shows an arrangement that no longer matches what is mounted on the bulkhead, because a refit moved equipment and the plan was not reissued, or signs were replaced with a different arrangement than the one drawn.

ISO 17631:2022 covers shipboard plans for fire protection, life-saving appliances and means of escape. Treat the plan and the marking as one deliverable with two halves. When either changes, the other is reissued. In practice that means the marking survey, the plan revision and the purchase record should be filed together, because at inspection they are read together.

Do not carry an onshore scheme onto a ship

Shore facilities and vessels use different systems, and they are not interchangeable. A marking scheme that is correct in a warehouse can be wrong on a vessel, and the mistake is easy to make when the same operator runs both.

Two habits prevent most of it. Keep marine and onshore specifications as separate documents, even when the same team owns both. And default to English on marine marking, unless a specific requirement says otherwise.

Escape routes have to work in the dark

An escape route sign is designed to be seen in conditions where normal lighting has failed and smoke has reduced visibility near the ceiling — which is why low-location marking exists as its own subject. ISO 15370:2021 covers low-location lighting on passenger ships.

For specification purposes, the practical consequence is that photoluminescent performance is a measured property, not a category. Luminance is stated in mcd/m² after a defined excitation and decay time, measured to a named standard, and a figure without those conditions cannot be compared against another supplier's figure. Ask for value, unit, decay time and test standard together — and check the substrate against the exposure in the space, because a marking that has been scrubbed opaque no longer performs to its datasheet regardless of what the datasheet says.

What to have ready before an inspection

1. The current plan, drawn to ISO 17631:2022 and matching the vessel as it is now. 2. The marking survey — what is mounted where, and when it was installed or replaced. 3. Product documentation for each marking type, with performance figures and their test conditions. 4. The change record — refits, equipment moves, and the plan revisions that followed them.

Points 1 and 4 are the ones that slip, and they are the ones that turn a compliant vessel into a finding.
